When the panel provides its peak power the current draw is around 650ma.

This uses the energy from some solar cells to charge the batteries and boosts the voltage from it to the 5v used by the arduino uno.
Once the batteries build up a bit of a buffer of power from solar normally about 20 minutes the battery will power up and restart your arduino.
